About this opportunity

The Department of Health and Human Services, through the National Cancer Institute and Center for Cancer Research, is issuing a Notice of Intent to procure nucleic acid-based reagents for in vivo transient protein expression. These reagents will be used to investigate preventive strategies against viral infections including HIV, Simian Immunodeficiency Virus (SIV), and HTLV in preclinical models. The contract will be awarded on a sole-source basis to the Trustees of The University of Pennsylvania - Penn Medicine, located at 3451 Walnut Street, Philadelphia, PA 19104. Key requirements include ensuring consistency with materials used in prior preclinical studies conducted by the AMRVAC, as reagent formulation and synthesis method variations can complicate experimental interpretation. The procurement falls under NAICS Category 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC Category 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). This notice is for informational purposes only, and the pre-solicitation due date for receipt of questions is February 14, 2026.

No set-aside designations have been applied to this procurement. The Trustees of The University of Pennsylvania - Penn Medicine is identified as the intended sole-source contractor based on their prior work with these nucleic acid-based reagents and their demonstrated ability to design reagents that safely express viral antigens while conferring protection against target pathogens. The pre-solicitation notice does not specify contract value, budget ranges, or specific quantities of reagents to be procured. No timeline for performance or service delivery has been detailed in the current notice. Further details regarding award value, quantity requirements, and performance timelines are expected to be included in the formal solicitation that will follow this pre-solicitation announcement.

The intent is to award a contract on a solesource basis for Nucleic acid–based reagents for in vivo transient protein expression for the National Cancer Institute and Center for Cancer Research to:

Trustees of The University of Pennsilvania - Penn Medicine

3451 Walnut Street

Philadelphia, PA

The supplies required are nucleic acid-based reagents.

The proposed work focuses on the use of nucleic acid-based reagents to investigate preventive strategies against viral infection of HIV/Simian Immunodeficiency virus (SIV) and HTLV in preclinical models. The proposed studies will utilize nucleic-acid based reagents that express viral antigens as a preventive treatment to be tested in appropriate models.

Nucleic acid-based reagents have been used in prior preclinical studies, conducted by the AMRVS, as preventive countermeasures against viral infections, demonstrating the ability to induce protective immune responses in relevant experimental models. Previous work has shown that such reagents can be designed to express viral antigens that are safe and confer protection against the target pathogen. Collectively, these findings support further preclinical studies as preventive strategies. The requested reagents will provide broader activity against related viral subtypes and other cancer-inducing viruses. It is important to use the same supplier  for these reagents in order to ensure consistency with materials used in previous preclinical studies. These reagents can vary in formulation, synthesis methods and purity, and such differences may introduce variability that complicates interpretation of experimental results. Using reagents from the same suppliers enables direct comparison with previously generated data, support reproducibility and ensure continuity in experimental design and data analysis.
