About this opportunity

The USDA Food and Nutrition Service has issued a Notice of Intent to award a sole source Indefinite Delivery, Indefinite Quantity contract to LexisNexis Special Services Inc. for data analytics services supporting the Retailer Operations and Compliance division. The intended contract structure includes a base period plus four 12-month option periods under a Firm-Fixed-Price arrangement, classified under NAICS code 561450 (Credit Bureaus) with a size standard of $41 million. The procurement will follow FAR Part 12 Commercial Items procedures and FAR Part 13 Simplified Acquisition Procedures. The scope encompasses web-based research services providing instant access to public records, automated data sharing through secure batch processing, contractor-maintained secure servers supporting up to 150 users, setup and training services, and 24/7 technical support.

The primary objective of this procurement is to enhance program integrity within the SNAP retailer program by providing ROC with advanced data analytics capabilities to identify fraudulent retailers and investigate regulatory violations. Interested parties who believe they can satisfy the specified requirements must submit capability statements in writing by September 10, 2025, at 10:00 AM ET to Carol.Evans@usda.gov. The services will support both ROC's retailer application and reauthorization processes and assist the Funds Management and Planning Division in identifying delinquent SNAP participants. While this is positioned as a sole source award, the government retains discretion to determine whether to compete the requirement based on responses received. The initiative represents USDA's continued commitment to reducing fraudulent activity and maintaining zero tolerance toward fraud within SNAP retailer communities through enhanced data analytics and monitoring capabilities.
