About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, intends to procure Maximo Asset Management subscription support and related services to ensure continued operability of the system until the Nuvolo replacement is fully implemented. The requirement encompasses IBM Maximo Concurrent User License subscriptions, software upgrades, end-to-end testing on production and test servers, bug fixes, data migration, version upgrades, and compliance with NIST IT Security regulations. Key objectives include maintaining system functionality during the transition period and ensuring adherence to federal compliance requirements including Buy America Act and Trade Agreements Act compliance, personnel security screening at minimum NACI level, IT security awareness training, and remote access restrictions. The government has not specified explicit evaluation criteria beyond the requirement that interested challengers must demonstrate organizational capability through an interest letter and capabilities statement. The critical deadline for submission is March 19, 2026, at 10:00 AM (Mountain Time), with inquiries directed to Contracting Officer Shawn Borisow at shawn.borisow@nist.gov or (303) 497-5432.

This contract opportunity is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) sole-source award under FAR 19.14 and the Veterans Benefits Act of 2003, with the intention to award to the incumbent contractor. The NAICS classification is 541519 (Other Computer Related Services) with a size standard of $34 million. The contract structure includes a base performance period of one year (July 1, 2026 through June 30, 2027) with two optional six-month renewal periods, for a total possible performance period of two years. While this is not a competitive solicitation, the government has indicated that interested organizations may challenge the sole-source determination by submitting required documentation; however, the government retains final discretion on whether to proceed with competitive procurement. All work must be performed using Microsoft Teams with the Maximo Administrator present, and any system failures must be corrected or provided with workarounds within 15 business days.
