About this opportunity
The Department of the Air Force Materiel Command Test Center, located at Arnold Air Force Base in Tennessee, has issued a Notice of Intent to procure two brand-name Limitorque Actuator Valves through a single-source contract award. The procurement involves one V34 model actuator valve (Serial Number 123582) and one V35 model actuator valve (Serial Number 123581), classified under NAICS code 333995 for Fluid Power Cylinder and Actuator Manufacturing. The Air Force intends to negotiate directly with Chalmers & Kubeck, Inc. (CAGE Code 1TG13) as the sole source, based on preliminary market research indicating that only this company can responsibly meet the requirement. This Notice of Intent was posted on March 26, 2026, and represents a Firm-Fixed-Price contract opportunity under the authority of 41 U.S.C. 1901.
The primary objective of this Special Notice is to announce the Air Force's intention to award a single-source contract while inviting potential alternative sources to submit responses by April 1, 2026, at 12:00 PM Central Time. The Government will evaluate all responses received to determine whether to conduct a competitive procurement instead, though the final decision to proceed with single-source negotiations rests solely with Government discretion. If no favorable competing responses are submitted by the deadline, the contract will be negotiated directly with Chalmers & Kubeck, Inc. There are no specific set-asides or eligibility restrictions limiting participation; however, contractors interested in competing for this requirement must submit their responses electronically to the listed contacts—Ms. Aliyah Moore, Contract Specialist, or Ms. Bethany Hill, Contracting Officer. Foreign participation is authorized for this acquisition, and interested parties should direct all questions and inquiries to the Government contacts identified in the notice.
Notice text
This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 12:00 PM Central Time on 1 April 2026. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. All questions and comments should be addressed to Ms. Aliyah Moore, Contract Specialist, aliyah.mooreminor@us.af.mil and secondary contact Ms. Bethany Hill, Contracting Officer, bethany.hill.3@us.af.mil. If no favorable responses are received by the date mentioned above, a contract will be negotiated with the above-named source.
