About this opportunity

The National Park Service Pacific West Region is issuing a notice of intent to award a sole-source contract for weekly solid waste and recycling services at Lewis and Clark National Historical Park in Oregon, with comments due by July 10, 2026. The sole-source justification derives from Oregon State Law ORS 459A.085 and Clatsop County Solid Waste Franchise Agreement #20255020017, which establish exclusive franchise territories for waste collection; Recology Western Oregon - Coast, Inc. (Warrenton, Oregon) is the only franchised provider legally authorized to operate in the geographic area encompassing the park's Maintenance Compound, and federal agencies are required under the Resource Conservation and Recovery Act to comply with local and state solid waste arrangements.

The contract scope includes collection, transportation, and disposal of solid waste and recyclable materials (cardboard, paper, and mixed recycling) from NPS facilities at the Maintenance Compound. The contractor must provide all labor, supervision, tools, equipment, and materials. The contract period runs for a base year commencing upon award through July 15, 2026, plus four optional one-year periods extending through July 14, 2031. The estimated base-year cost is $9,185.76, with total value including all four option years at $49,752.84. Pricing incorporates a 4% annual escalation factor for option years. Market research confirmed no alternative sources exist within the required service area. Inquiries should be directed to Sue Mayo, Contract Specialist, at Suellen_Mayo@ios.doi.gov by July 10, 2026.
