About this opportunity
The U.S. Army Corps of Engineers, Mobile District (SAM) has issued a Special Notice announcing its intent to place brand name specifications for Operation and Maintenance projects at Brooke Army Medical Center (BAMC), located at Joint Base San Antonio, Texas. The notice specifically involves two key brand-specific technology systems: Johnson Controls, Inc. (JCI) METASYS Energy Management and Control Systems and Simplex Fire Alarm Control Panel (FACP) systems. These procurements will be executed as Firm-Fixed-Price contracts using Operations and Maintenance funding for fiscal years 2025-2026. The notice is structured under Federal Acquisition Regulation (FAR) 6.302, which allows for specific brand name specifications under certain conditions. While not a competitive proposal request, the government will consider information received within 15 days of publication.
Contractors interested in responding to this notice must submit detailed manufacturer information, product data, and compliance statements by 2:00 PM CST on February 27, 2025. For the JCI METASYS system, which currently serves 5% of BAMC facilities, vendors must provide supporting documentation and project references via email to contacts listed on SAM.gov. Similarly, for the Simplex FACP systems, interested vendors must submit their manufacturer's name, product data, written compliance statement, backup design information, and a list of similar projects with contact information. The government maintains sole discretion in determining whether to include these brand name specifications based on the responses received. If no alternative sources are identified, the government intends to proceed with the specified brand name systems, which are required by the local Department of Public Works for complex, multi-story buildings.
