About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), a component of the Department of Health and Human Services, has issued a Special Notice announcing its intent to negotiate a sole-source contract with the University of Washington for qRT-PCR testing analysis. The contract involves processing approximately 3,600 dried blood spots collected during a monoclonal antibody clinical trial conducted in Mali. This specialized testing opportunity is focused on detecting and quantifying Plasmodium parasites using a unique FDA-qualified Drug Development Tool Biomarker qRT-PCR assay. The University of Washington has been identified as the sole provider capable of performing these specific laboratory services. The contract is classified under NAICS code 541380 for Testing Laboratories and Services.
Interested contractors may submit capability statements through NIAID's electronic Simplified Acquisition Submission System (eSASS) by December 6, 2024, at 10:00 am, though the government intends to award directly to the University of Washington. The period of performance spans from January 1, 2025, to December 31, 2025, with per-sample pricing ranging from $52.53 in CY 2024 to $54.63 in CY 2025, resulting in a total estimated contract value of approximately $196,668. While the opportunity was initially considered for small business set-aside, market research determined that no other small businesses could provide these specialized parasitic testing services. Billing will be conducted monthly or quarterly in arrears, and the work will be performed in Rockville, MD. The contract represents a targeted scientific research support initiative in the field of malaria infection biology and immunity.
