About this opportunity

The Department of the Navy's Naval Facilities Engineering Command has issued a Special Notice for the P1556 10th Marines Maintenance and Operations Complex project at Marine Corps Base Camp Lejeune, North Carolina. The notice addresses a forthcoming firm fixed price construction contract that involves a comprehensive interior finishes project. In accordance with Section 888(a) of the National Defense Authorization Act for Fiscal Year 2017, the Navy is preparing a justification and approval (J&A) for using brand name or equal descriptions in the solicitation. The project encompasses approximately 34 items across multiple design disciplines, with specific manufacturer and model specifications already established. The notice emphasizes that while specific brand names are identified, alternative manufacturers may be utilized during construction if they meet or exceed the specified quality, characteristics, and performance requirements.

The primary objective of this Special Notice is to provide transparency and allow potential contractors to understand the brand name or equal item requirements for the construction project. Contractors interested in the opportunity must carefully review the attached Interior Finish Schedule, which details precise product specifications across categories such as acoustic ceiling tiles, corner guards, epoxy flooring, and other interior elements. The contract specialist, James Godwin, is the primary point of contact for any questions, with all inquiries due by 2:00 PM EDT on April 24, 2025. There are no specific set-aside provisions for this contract, indicating it is open to a broad range of contractors capable of meeting the technical specifications. While this is not a formal Request for Proposal, it serves as a critical notification to potential bidders about the project's specific requirements and the Navy's approach to product specifications. Contractors should note the emphasis on meeting or exceeding the defined quality and performance standards, regardless of the manufacturer selected.
