About this opportunity
The National Institute of Health, National Cancer Institute (NIH/NCI) intramural program issued a Notice of Intent on June 13, 2026 announcing a sole-source, firm-fixed-price contract award to Glencoe Software for OMERO Plus Perpetual licenses, with an offer deadline of June 16, 2026 at 6:30 AM EST. The contract covers two perpetual OMERO Plus Complete licenses (one on-premises, one AWS-based), one perpetual OMERO-Segmentation Connector license for Digital Pathology, and associated Software Maintenance Agreements, with a base period from award through May 31, 2027 and three optional 12-month renewal periods extending through May 2030. Place of performance is Bethesda, Maryland.
The OMERO Plus licenses support an open-source client/server-based image management system developed by the Open Microscope Environment (OME) consortium. Glencoe Software holds exclusive rights to provide commercial licenses with guarantee, warranty, indemnity, and contracted support for OMERO and Bio-Formats. The Government justifies the sole-source award on grounds that Glencoe is the only commercial partner as closely tied to the OME project, interacts with OME on a daily basis, and maintains direct access to OME's strategic planning; alternative open-source distributions from the OME website provide no contractual support, warranty, or indemnity.
Interested parties capable of providing the same or similar products or services must submit a Capability Statement by June 16, 2026 at 6:30 AM EST to Leah Hinson, Contract Specialist, at leah.hinson@hhs.gov. The Government reserves the right to determine whether to conduct a competitive procurement based on responses received. This acquisition is classified under PSC 7A21 and NAICS 513210 (Software Publishers, $47 million size standard) and is conducted under FAR Part 12 Simplified Acquisition Procedures.

Description
This is a Notice of Intent, not a request for quotation. No solicitation will be issued, and no quotations will be requested.
The Department of Health and Human Services on behalf of the National Institute of Health (NIH), National Cancer Institute (NCI), intramural program (IRP), intends to award a firm-fixed-price contract to Glencoe Software, 800 Fifth Avenue, Suite 101-259, Seattle, WA 98104 for a base period from date of award to 5/31/2027 with three (3) 12- month option to renew periods for OMERO Plus Perpetual licenses. These required licenses support an open-source client/server-based image management system developed by the Open Microscope Environment (OME) consortium and supported by Glencoe via a dual licensing agreement called OMERO Plus.
This request is for the renewal of the perpetual licenses.
Justification for Sole Source
Glencoe Software has the exclusive right to provide commercial licenses providing, guarantee, warranty, indemnity and contracted support for OMERO and Bio-Formats. If a customer does not license OMERO Plus and/or Bio-Formats from Glencoe, their only other alternative is to use open-source distributions, available under open-source licenses from the OME website. These licenses give full rights for running and customizing OMERO and Bio-Formats, but contain no guarantee, warranty, indemnity or contractually guaranteed support.
Glencoe Software is the only commercial partner of the OME project. No other entity is as closely tied to OME, interacts with OME on a daily basis, or has direct access to OME’s project and strategic planning. Glencoe Software maintains exclusive control over the design and supply of components specific to their SEM systems. OEM parts are not available through resellers.
Authority
This acquisition is being conducted under the policies of FAR Part 12 – Simplified Acquisition Procedures, FAR Part 12.102. Contracts awarded under FAR Part 13 are exempt from the requirements of FAR Part 6 (Competition Requirements).
Submission of Capability Statements
