About this opportunity
The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health within the Department of Health and Human Services, has issued a pre-solicitation Notice of Intent (NOI) for monoclonal antibodies and plasmid services. The notice indicates NIAID's intention to negotiate a sole-source contract with Genscript USA, Inc. of Piscataway, NJ for ongoing services supporting the Laboratory of Immunogenetics (LIG). Specifically, the contract will focus on custom gene-to-antibodies, plasmid heavy chains, and plasmid light chain preparation. The procurement is classified under NAICS code 541380 for Testing Laboratories and Services. The notice emphasizes the critical need for continuity in scientific research to maintain the integrity of comparative results.
The primary objective of this special notice is to support the Antibody Biology Unit's (ABU) mission of advancing knowledge of human B cells and isolating monoclonal antibodies, with a specific focus on designing new vaccine candidates against influenza. All interested vendors are required to submit capability statements through the NIAID electronic Simplified Acquisition Submission System (eSASS) by May 13, 2025, at 10:00 am, with mandatory vendor registration on the eSASS website. While the notice suggests a potential sole-source procurement with Genscript, NIAID is accepting submissions from other responsible sources that can provide comparable services. The statutory authority for this sole-source requirement is 41 U.S.C. 1901(a)(1), implemented through FAR 13.106-1, which allows for procurement when only one responsible source can satisfy agency requirements. The government retains full discretion to determine whether to compete the requirement based on the responses received, with the delivery location specified as Rockville, MD 20852.
