About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health (NIH), has issued a Special Notice (NOI-NIAID-25-2250915) regarding a potential sole-source procurement for laboratory casework systems. The notice specifically targets Innovative Laboratory Systems for the procurement of modular, durable, and customizable laboratory furniture that meets NIH Design Requirements Manual specifications and biosafety standards. Classified under NAICS code 337127 for Institutional Furniture Manufacturing, this pre-solicitation notice indicates the agency's intent to negotiate a contract for specialized laboratory infrastructure. The notice is not a formal request for proposal but serves to alert potential vendors about the upcoming procurement opportunity. The procurement will be located in Hamilton, Montana, and focuses on acquiring high-performance laboratory casework.

Contractors interested in this opportunity must submit capability statements through the NIAID electronic Simplified Acquisition Submission System (eSASS) website by December 30, 2024, at 10:00 am. The government seeks a contractor capable of providing heavy-duty stainless steel casework with chemically resistant finishes and configurable designs that can adapt to evolving research needs. Key requirements include delivery and installation services, comprehensive maintenance support with spare parts and technical assistance, and detailed product documentation and training materials. While the notice indicates a potential sole-source procurement with Innovative Laboratory Systems, NIAID will consider submissions from all responsible sources that can provide comparable services. The statutory authority for this potential sole-source requirement is 41 U.S.C. 1901(a)(1), implemented through FAR 13.106-1, which allows for non-competitive procurement when only one responsible source can satisfy agency requirements. Vendors must register in the eSASS system to submit documentation, and the government retains discretion to determine whether to compete the requirement based on responses received.
