About this opportunity

This Special Notice announces the U.S. Army Medical Research Acquisition Activity's intent to negotiate a sole source modification with the Henry M. Jackson Foundation for the Advancement of Military Medicine Inc. to continue providing highly specialized services supporting the Uniformed Services University of the Health Science Infection Disease Clinical Research Program.

The modification aims to extend the period of performance and level of effort to maintain continuity and validity of data from ongoing research and established protocol populations. Key services include executing multiple interrelated observational and epidemiological protocols addressing emerging clinical guidelines, modifying disease therapy standards, resolving infectious disease gaps, and supporting research management processes. Interested parties must identify capabilities in writing by July 28 to the identified point of contact to be considered for a competitive procurement, otherwise a revised proposal will be requested from the incumbent. Eligible parties must demonstrate the ability to provide simultaneous execution of protocol populations through constant data collection and analysis to prevent losses and restarting of studies.

Notice text

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Uniformed Services University of the Health Science Infection Disease Clinical Research Program (USUHS IDCRP) to negotiate a post award modification on a sole source basis in accordance with (IAW) FAR 6.302-1 with the Henry M. Jackson Foundation for the Advancement of Military Medicine Inc., 6720-A Rockledge Drive, Suite 100 Bethesda, MD 20817-1891. These nonseverable services are deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency’s requirements. The Henry M. Jackson Foundation for the Advancement of Military Medicine Inc. is the only responsible source that can support this nonseverable effort through the simultaneous execution of multiple interrelated observational and epidemiological protocols.

THs USUHS IDCRP requires the continued procurement of the simultaneous execution of multiple interrelated observational and epidemiological protocols that include, but are not limited to, addressing issues integral to informing new and emerging clinical practice guidelines and clinical recommendations as well as modifying or updating existing standards for several different disease therapies, resolving high priority gaps for military operational infectious diseases and providing solutions to the DoD requirements-driven research management process and leveraging results of protocols to rapidly implement clinical studies.

The award of a level of effort and period of performance extension modification to W81XWH-22-C-0155 on a sole source basis will help with ongoing research and currently established protocol populations and to prevent losses in existing enrolled subjects in follow-up phases of respective studies. The continuity and validity of the data collected requires a constant observation, collection and analyzation of data from the protocol population. The results of all the protocols are severely degraded in their actual utility if the data is not continuous because it is impossible to draw conclusions from the results of the protocol with any gap in data collection and observation. Any delay in the continuous and constant observation and collection of data from the protocol populations severely impacts the continuity and validity of past, current and future data and can require the studies to be restarted from the beginning.

As a result, the Henry M. Jackson Foundation is the only source that can provide the required services and award to any other source would result in unacceptable delays which would significantly impair the ability of future phases of research to be conducted successfully within the USUHS IDCRP.

The North American Industry Classification System (NAICS) for this requirement is 541715 and the PSC Code is AN11.

USAMRAA issued a Sources Sought Notice/RFI W81XWH-22-C-0155 on SAM.gov for a period of 11 calendar days and received no responses.

This announcement fulfills the synopsis requirements under FAR 5.102(a)(3) and 5.203(a). USAMRAA intends to submit the level of effort and period of performance extension modification action no sooner than fifteen (15) days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, a revised proposal will be requested from the Henry M. Jackson Foundation for the Advancement of Military Medicine Inc.

All questions and responses concerning this notice shall be emailed to Brandon Roebuck at brandon.m.roebuck.civ@health.mil. Interested concerns must identify their capability in writing to the above e-mail address no later than 10:00 AM Eastern Daylight Time (EDT), 28 July 2023.
