This procurement involves construction services classified under NAICS Code 237130 (Power and Communication Line and Related Structures Construction) and PSC Code Y1NZ (Construction of Other Utilities). The solicitation will include a sole-source brand requirement mandating the use of Schweitzer Engineering Laboratories (SEL) multifunction protective relays and power system controllers. This procurement carries no set-aside designation for small businesses, minority-owned enterprises, or other special categories. The notice does not specify a particular incumbent contractor or current contractor relationship. No contract award value or budget range is disclosed in this pre-solicitation notice, nor are specific timelines provided for project completion or performance. As a pre-solicitation notice rather than a formal solicitation, this announcement is intended to provide interested parties with advance notice of the government's intent and an opportunity to submit alternative capability statements before the formal competitive solicitation is released.
