About this opportunity
This Special Notice from the Department of the Army Corps of Engineers Engineer Research and Development Center announces a Notice of Intent for Brand Name or Equal Justification regarding LIDAR Manipulation Hardware procurement. The Geospatial Research Laboratory (GRL) of the US Army Engineer Research and Development Center (ERDC) has issued this notice for specialized electronic test and measurement equipment. The equipment will support an ongoing Flex4 project focused on designing and developing a Fast-Tracking System using single photon detector technology. The procurement falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The notice was posted on August 13, 2025, and contractors have until August 29, 2025, to respond.
The primary objective of this procurement is to acquire high-performance electronic instrumentation that current equipment at GRL's laser and photonics laboratory cannot provide or is already fully utilized by other projects. The required equipment suite includes precision instruments such as lock-in amplifiers for signal recovery, delay pulse generators for accurate timing, function generators, and low-noise voltage/current sources with extremely precise technical specifications including 4 independent pulse channels, 8 outputs, 5 ps resolution, and 1 ns accuracy. Contractors must be capable of providing advanced scientific instruments that can capture and analyze subtle signal variations with minimal interference and maximum fidelity. The equipment must feature various interface capabilities including GPIB, RS-232, and Ethernet connectivity. This procurement is critical for enabling the research team to successfully complete the fast-tracking system design under the Flex4 project initiative.
Notice text
The Geospatial Research Laboratory (GRL) of the US Army Engineer Research and Development Center (ERDC) is currently working on an ongoing Flex4 project, which aims to design and develop a Fast-Tracking System using a single photon detector. GRL needs to procure electronic high-performance electronic test and measurement equipment, specializing in precision instrumentation for scientific and engineering applications. The required products must encompass a broad range of devices, including lock-in amplifiers for signal recovery, delay pulse generators for accurate timing, function generators, and low-noise voltage/current sources. Current instruments available at the laser and photonics lab at GRL cannot meet some of the requirements or full utilized by other projects. GRL must acquire these instruments to aid the team in successfully designing the fast-tracking system.
