About this opportunity
The Defense Commissary Agency (DeCA) has issued a Special Notice announcing its intent to contract for Architectural and Engineering (A-E) services through a Multiple Award Task Order Contract (MATOC). This notice, posted on May 6, 2025, outlines the agency's plan to select qualified contractors for comprehensive A-E design services. The contract will cover multiple engineering disciplines, including architecture, mechanical, refrigeration, electrical, plumbing, civil, structural, fire protection, life safety, and environmental engineering. The solicitation will utilize NAICS codes 541310 (Architectural Services) and 541330 (Engineering Services), focusing on a qualitative assessment through market research. The notice will remain posted for 30 days, providing potential contractors with an opportunity to understand the upcoming procurement process.
The primary objective of this Special Notice is to identify and pre-qualify A-E firms for future task order assignments across various engineering service types, specifically Type A (Planning Studies), Type B (100% Design), and Type C (Oversight) services. Contractor selection will be conducted in accordance with Federal Acquisition Regulation Subpart 36.6 and Defense Federal Acquisition Regulation Supplement Subpart 236.6. While the government will not request qualifications in response to this notice, interested firms should be prepared for a comprehensive evaluation process. Eligible contractors should have expertise in the specified engineering disciplines and be capable of supporting DeCA's architectural and engineering needs. The procurement approach emphasizes quality-based selection, meaning firms will be chosen based on their demonstrated qualifications and capabilities rather than price. Interested parties can contact Troy Banks (Troy.Banks@deca.mil) and Karla Ramirez (Karla.Ramirez@deca.mil) for additional information about this upcoming contract opportunity.
