About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) has issued a Special Notice of Intent regarding annual maintenance support for Feith Records Management systems. The notice, posted on August 12, 2025, with responses due by August 27, 2025, falls under the IT and Telecom - Business Application Software category with NAICS code 513210 for Software Publishers. DCSA's Contracting and Procurement Office intends to procure maintenance support through a Federal Supply Schedule delivery order that will include open market items not available through the contractor's GSA schedule. The contracting activity will negotiate directly with Feith Systems and Software, Inc. under single source solicitation authority. This procurement supports DCSA's Office of the Chief Information Officer and the Department of Defense Consolidated Adjudication Facility operations.
The primary objective is to secure annual maintenance support for the BridgeLogiQ RMA iQ software application, which provides an integrated records and document management solution for electronic and physical records supporting personnel vetting, industrial security, and insider threat missions. DCSA intends to include thirteen open market items that are integral to the continued operation of the BridgeLogiQ RMA iQ software, including Freedom of Information Act support maintenance, Reading Room Case Manager maintenance, and annual test components. The procurement will combine GSA schedule items with open market items in accordance with Federal Acquisition Regulation 8.402(f). Contractors interested in this opportunity must respond by August 27, 2025, though the notice indicates DCSA intends to negotiate directly with Feith Systems as the single source provider. The procurement is structured as a no set-aside opportunity, and eligibility appears limited to the incumbent contractor due to the proprietary nature of the software system requiring maintenance.
