About this opportunity

The Department of Health and Human Services Office of the Assistant Secretary for Administration is seeking to procure a web-based respirator questionnaire tool for Federal Occupational Health (FOH), a component within the Program Support Center. This procurement involves securing continuing services for a nationwide Contractor-Owned/Contractor-Operated (COCO) web-based respirator medical questionnaire and evaluation clearance program tool. The contractor will be required to maintain and operate a web-based system capable of determining if federal employees are certified to utilize various respirators in the workplace, supporting FOH's mission to provide integrated Occupational Health and Safety services throughout the Federal Government. The agency has updated their approach from the previously posted competitive solicitation to a sole source award basis. The notice was posted on July 22, 2025, with a due date of August 4, 2025, though the agency explicitly states this is for informational purposes only and requests no inquiries or questions be submitted.

This opportunity is designated as a Total Small Business set-aside under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The procurement represents a continuation of existing services, suggesting there is likely a current contractor providing these respirator questionnaire tool services to FOH. The agency has not disclosed specific contract values, budget ranges, or detailed timelines for service delivery in this pre-solicitation notice. The shift to sole source procurement indicates the government has identified a specific contractor capable of meeting their unique requirements for this specialized occupational health tool. No information regarding the quantity of users, transaction volumes, or specific performance metrics has been provided in this initial notice.
