About this opportunity
The Defense Health Agency has issued a Notice of Intent regarding a sole source award for the Evolving Medical Practices Web-based Subscription Service. This Special Notice, posted on February 2, 2026, follows an unsuccessful Request for Information released on July 10, 2025, which closed on August 15, 2025 without receiving any responses. The contract will be awarded on a sole source basis to Hayes/Symplr for renewal of the Medical Technology Web-Based Subscription from Winifred S. Hayes. The award is authorized under 10 U.S.C. 3204(a)(1) and implemented through FAR 6.103-1(b) and DFARS 206.103-170(a)(1)(i), which permit sole source awards when only one responsible source can satisfy agency requirements. The contract falls under NAICS code 541519 (Other Computer Related Services) and PSC code DA01 (IT and Telecom - Business Application/Application Development Support Services).
The Defense Health Agency requires access to Hayes/Symplr's proprietary web-based Hayes Knowledge Center database to support program policy development for TRICARE beneficiaries. The database provides the agency with critical modules including Evidence Analysis, Precision Medicine, and Horizon Scanning capabilities, enabling the agency to identify and evaluate new and emerging treatments while preventing beneficiary exposure to untested, unsafe, or ineffective treatments excluded from TRICARE coverage. Hayes maintains one of the largest proprietary libraries of health technology assessments (HTAs) and genetic test evaluations (GTEs) in the United States and is the sole provider of the proprietary Hayes Ratings, recognized as the gold standard for evidence reviews. The due date for this Special Notice is February 7, 2026. As a sole source award, this opportunity is not open to general competition, and the contract will proceed with Hayes/Symplr as the only eligible contractor.

In accordace with the authority of 10 United States Code (U.S.C.) 3204(a)(1) as implemented in FAR 6.103-1(b) Only one responsible source and no other supplies or services will satisfy agency requirements – “One responsible source” and DFARS 206.103-170 (a)(1)(i) “Following thorough technical evaluation, only one source is fully qualified to perform the proposed work,” "Evolving Medical Practices Web-based Subscription Service" will be awarded on a sole source basis to Hayes/Symplr for renewal of the Medical Technology Web-Based Subscription from Winifred S. Hayes. This subscription is delivered via the web-based Hayes Knowledge Center database. Hayes has one of the largest proprietary web-based libraries of health technology assessments (HTAs) and genetic test evaluations (GTEs) in the United States, with a robust collection of topics, report types, and full-text reviews. Hayes is the only organization to offer the proprietary Hayes Ratings, the gold standard for evidence reviews. In order to develop program policy that allows beneficiaries to access new and emerging treatment, but does not expose them to untested, unsafe, or ineffective (unproven) treatment specifically excluded from coverage by TRICARE regulation, the DHA utilizes the following modules within the Hayes Knowledge Center: Evidence Analysis; Precision Medicine; and Horizon Scanning.
