About this opportunity
The Department of the Air Force Materiel Command Test Center has issued a Notice of Intent regarding Automation Software Maintenance services. The Air Force Test Center located at Arnold AFB, Tennessee intends to procure these services from ABB Inc. (CAGE Code 8TF40) as a single source procurement. This notice is specifically for managing and extending the life cycle of an existing proprietary ABB control system software. The procurement falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The government is utilizing non-competitive procedures under 10 USC 3204(a)(1), which permits sole source acquisitions when services are available from only one source.
The purpose of this notice is to inform the marketplace of the government's intent to negotiate directly with ABB Inc. while providing an opportunity for other potential contractors to demonstrate their capabilities. Interested parties may submit electronic responses by 3:00 PM CDT on October 3, 2025, though the government emphasizes this is not a request for competitive quotes. The contracting officer will review any responses received solely to determine whether to conduct a competitive procurement instead of the planned sole source approach. No specific eligibility criteria are outlined beyond the ability to provide the required automation software maintenance services. If no favorable responses are received by the deadline, the government will proceed with negotiating a contract directly with ABB Inc. All inquiries should be directed to Contract Specialist Ms. Bethany Hill or Contracting Officer Ms. Brooke Vandeman.
