Text version

AFTC/PZIA located at Arnold AFB, TN intends to solicit and negotiate with only one source, ABB Inc., (CAGE Code 8TF40), to meet the Government’s requirement for Automation Software Maintenance (ASM) solutions, including support for ancillary system functionality.

ASM solutions will assist the Government in actively managing its existing brand name ABB control system software’s life cycle costs and extend its life and reliability. Given the existing system is proprietary to ABB, only a brand name ABB ASM solution can meet the Government’s requirement, and only ABB can provide the brand name ABB ASM solution.

The authority found at 10 USC 3204(a)(1) applies to this acquisition, which states "The head of an agency may use procedures other than competitive procedures only when the property or services needed by the agency are available from only one source or only from a limited number of responsible source and no other type of property or service will satisfy the needs of the agency." Based on preliminary market research efforts, the Contracting Officer has determined that only one source, ABB Inc., is reasonably available to meet the subject commercial requirement. NAICS code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals will be used for this procurement.

This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 3:00 PM CDT on 3 October 2025. A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement. All questions and comments should be addressed to Ms. Bethany Hill, Contract Specialist, at bethany.hill.3@us.af.mil and Ms. Brooke Vandeman, Contracting Officer at brooke.vandeman@us.af.mil. If no favorable responses are received by the date mentioned above, a contract will be negotiated with the above-named source.
