About this opportunity
The 502nd Contracting Squadron (Air Education and Training Command) intends to award a firm-fixed-price purchase order on a sole-source basis to Charter Communications Holding LLC for commercial internet and managed Wi-Fi services at four Joint Base San Antonio locations in Texas, with responses due by 12:00 PM Central on August 26, 2026. The justification for sole-source award rests on Charter's proprietary fiber infrastructure already installed on JBSA San Antonio bases, which the Government determined is exclusively available from this provider; alternative providers would create interoperability issues, require extensive construction, and increase costs.
The contractor must furnish, install, and maintain 500 Mbps downstream and 35 Mbps upstream Enterprise Internet connectivity, including managed network infrastructure, edge devices, 24-port and 8-port switches, indoor and outdoor wireless access points, CAT6 cabling, static IP services, and related hardware across Lackland Air Force Base (Buildings 5008 and 5015), Fort Sam Houston, and Randolph Air Force Base. Performance runs September 15, 2026 through September 14, 2027, with four one-year option periods. The contractor must provide 24/7/365 monitoring, notify the Government of outages within four hours during normal duty hours, deliver advance notice of scheduled maintenance at least 14 calendar days prior, and dispatch maintenance personnel for critical outages within one business day. All personnel requiring base access must obtain criminal history clearances; wireless networks must implement WPA3-Enterprise encryption and Multi-Factor Authentication; the contractor must comply with OSHA, UFC, ANSI/TIA, and BICSI standards.
This notice is not a competitive solicitation. The Government will consider responses solely to determine whether conducting a competitive procurement is in the best interest of the Government.
