About this file
This is a Single Source Justification (Simplified Acquisition) document for a commercial Internet service procurement by the 502d Contracting Squadron. The 502 Logistics Readiness Squadron (LRS) is requesting commercial Internet and managed Wi-Fi services to support maintenance operations at four Joint Base San Antonio locations: Building 5008 and Building 5015 at Lackland Air Force Base, Fort Sam Houston, and Randolph Air Force Base in Texas.
The justification supports awarding a firm fixed price purchase order on a sole-source basis to Charter Communications Holding LLC/Spectrum. The contracting activity determined that only Spectrum's services are reasonably available because the company maintains proprietary fiber line infrastructure already installed on JBSA San Antonio bases that is exclusively available from this service provider. The government asserts that using alternative providers would create interoperability issues, require extensive construction efforts, and increase costs, thereby compromising operational stability. A Notice of Intent will be posted on sam.gov on August 12, 2026, to inform the public of the intended sole-source award. The document indicates that the 502 LRS will continue evaluating capabilities of other service providers through ongoing market research and vendor engagement to ensure the government receives best value and fair pricing. The Contracting Officer's determination and Flight Chief review certify that circumstances support the single-source procurement in accordance with FAR 13.106-1(b)(1).
