About this opportunity

The Naval Supply Systems Command (NAVSUP-WSS), an agency within the Department of the Navy, has published a Notice of Intent seeking eligible contractors to evaluate, repair, and/or modify specified equipment. This special notice was posted on January 20, 2026, and represents the government's intention to sole source the contract under the authority of FAR 6.302-1, indicating that the government lacks the necessary data to perform the repairs or manufacture the required items internally. The contracting specialist for this opportunity is Logan Mann, who can be reached at logan.w.mann.civ@us.navy.mil. The notice is not a competitive solicitation but rather an invitation for interested parties to express capability and interest in the work.

Contractors must submit capability statements within 15 days of the notice publication date (by January 21, 2026) to be considered by the government. The specific item to be repaired is identified by NIIN 015203633, which falls under the Electrical and Electronic Properties Measuring and Testing Instruments category. All responsible sources are eligible to participate, though if a contractor is not an approved NAVSUP-WSS source, they must submit source approval information and documentation along with their proposal. While the resultant contract may be subject to Free Trade Agreements Act and World Trade Organization Government Procurement Agreement provisions, these trade agreement terms are not anticipated to apply given the government's sole-source procurement strategy. The government retains sole discretion in determining whether to compete the contract based on responses received, and award will not be delayed pending source approval for new contractors.
