About this opportunity
The Department of Homeland Security, Federal Protective Service (FPS) is consolidating two existing Protective Security Officer (PSO) service contracts into a single contract covering the Fort Worth/Central Texas and Dallas, Texas regions. The consolidation involves combining Contract 70RFP420DE7000002 (awarded to American Eagle Protective Services for $89.9 million) and Contract 70RFP420DE7000004 (awarded to Paragon Systems, Inc. for $112 million), with a total estimated consolidated value of approximately $247 million.
The resulting requirement encompasses 3,676,479 hours of PSO services across a geographic area exceeding 350 square miles. The FPS conducted market research via Request for Information issued October 3, 2025 to Multiple Award Contract (MAC) holders, receiving intent to quote responses from five vendors and declining responses from two vendors citing competing priorities. The consolidation will be competed as a task order on an existing MAC in accordance with FAR Part 16.505.
The government justifies consolidation on grounds of reducing overhead and administrative burden, simplifying contract management, improving resource allocation and efficiency, enhancing vendor accountability, and enabling flexible PSO deployment across the entire North Texas region to ensure consistent quality services. The FPS determined that consolidation is critical to mission success and provides for maximum practicable small business participation through subcontracting opportunities.
The resultant task order will consist of a one-year base period and four one-year ordering periods, with an expected award date of July 31, 2026. This notice represents intent to bundle requirements and uses no specific set-asides.
