About this opportunity

The Defense Health Agency has published a Special Notice announcing the award of a sole source contract to the Association for the Advancement of Blood & Biotherapies (AABB) for Armed Services Blood Program Annual Accreditation Subscription services. This notice serves to publicly post the sole source justification and authorization for maintaining annual site memberships and accreditations of Transfusion Services and Blood Donor Centers across the Department of Defense. The contract supports the Defense Health Agency's Armed Services Blood Program by providing updated electronic-learning subscription services based on current regulatory guidance and obtaining accreditation for non-accredited locations. The award is structured as a firm fixed-price task order with a twelve-month base period and four twelve-month option periods, potentially extending through March 2031. The total potential contract value is $3,209,780.71, funded through Operations and Maintenance appropriations.

The purpose of this sole source contract is to ensure compliance with Department of Defense Instruction 6480.04, which mandates that blood collection and transfusion facilities maintain AABB accreditation standards. The contract enables the Armed Services Blood Program to maintain quality management standards, facilitate FDA registrations, provide essential eLearning resources, and support regulatory compliance for blood product safety across all Department of Defense facilities. Since this is a notice of award rather than a solicitation, no contractor participation opportunities exist as the contract has already been awarded to AABB as the sole capable vendor. Market research conducted by the Defense Health Agency confirmed that while other vendors offer similar services, only AABB can provide the specific accreditation requirements mandated by DoD policy. The contract period began September 30, 2025, and the services are critical for maintaining the safety and regulatory compliance of the military's blood supply chain operations.
