About this opportunity
The Naval Air Systems Command awarded a firm-fixed-price economic-price-adjustment indefinite-delivery/indefinite-quantity contract to The Boeing Company on August 20, 2026, for the procurement of up to 31 P-8A Engine Build-Up kits (18 for the Navy and 13 for Foreign Military Sales customers) and up to two Quick Engine Change kits for C-40A Clipper aircraft, with completion expected by August 2031.
Work will be performed in Tukwila, Washington. The contract was awarded on a sole-source basis; the justification cites Boeing's position as the original equipment manufacturer with proprietary technical data, tooling, and manufacturing expertise required to maintain airworthiness certifications. A sources-sought notification posted May 5, 2026, yielded two responses; one proposed refurbished components that do not meet new fleet readiness requirements, while the alternative would require significant technical data coordination with Boeing and offer no cost savings. Award follows unrestricted competition authority under FAR Part 12. No funds will be obligated at award; funds will be obligated on individual orders as issued. The Contracting Officer determined anticipated cost to the Government will be fair and reasonable.
Notice text
The Naval Air Systems Command (NAVAIR) awarded a firm-fixed-price economic-price-adjustment (FP-EPA), indefinite-delivery/indefinite-quantity contract for the procurement of up to 31 P-8A Engine Build-Up kits (18 for the Navy and 13 for Foreign Military Sales customers), including associated kit components and hardware required formatting and integration with CFM56-7B27AE core engines. Additionally, this contract provides for the procurement of up to two Quick Engine Change kits including associated kit components, mating hardware, and attaching hardware, for integration with CFM56-7B24E core engines to create complete C-40A Clipper spare engines. Work will be performed in Tukwila, Washington, and is expected to be completed in August 2031. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued.
Award to a source other than Boeing would result in an unacceptable delay of 3-5 years due to the Government’s inability to provide technical data to another source to design, manufacture and mate EBUs to CFM56-7B engine to enable their attachment to and integrations with the P-8A and C-40A aircraft. Additional delays testing and qualifying the airworthiness of an engine mounted to an EBU from a different source would take an additional 3-5 years and excessive cost escalation.
Awarded contract N0001926D1007 to THE BOEING COMPANY for 156201219.00 on 2026-08-20.
