CLASS JUSTIFICATION AND APPROVAL (CJ&A) FOR OTHER THAN FULL AND OPEN COMPETITION

This is a Class Justification and Approval document (CJ&A 26-0219) issued by the Naval Air Systems Command (NAVAIR) for Firm-Fixed-Price (FFP) Federal Acquisition Regulation (FAR) Part 12 contract actions on a sole source basis with The Boeing Company, Seattle, WA. The authority to act under this CJ&A expires July 31, 2031.

The procurement covers Engine Build Up (EBU) kits and Quick Engine Change (QEC) moniker components for the Boeing 737-based P-8A Poseidon (Navy), C-40A Clipper (Navy), and E-7A aircraft (USAF). NAVAIR requires up to 31 EBU kits with all associated components and hardware for the P-8A platform mated to CFM56-7B27AE core engines. NAVAIR also requires up to 2 QECs with all associated kit components and attaching hardware for the C-40A Clipper. USAF requires up to 17 QECs with all associated components and hardware for the E-7A aircraft. Several parts within the EBU and QEC bill of materials have exceptionally long lead times, with the Integrated Drive Generator (IDG) carrying a projected lead time of up to 48 months. The anticipated final delivery date is maximum 48 months after the final ordering period ending July 31, 2035. The sole source justification is based on Boeing's position as the Original Equipment Manufacturer (OEM) possessing proprietary technical data, tooling, and manufacturing expertise required to maintain airworthiness certifications. A combined Sources Sought Notification was posted May 5, 2026, with two responses received; one proposed refurbished components that do not meet requirements for new fleet readiness, while the alternative solution would require significant technical data coordination with Boeing as the OEM and would not represent cost savings. The Contracting Officer has determined the anticipated cost to the Government will be fair and reasonable.
