About this opportunity
The National Institute of Environmental Health Sciences, part of the National Institutes of Health under the Department of Health and Human Services, has awarded a sole-source task order to Deloitte Financial Services under GSA Multiple Award Schedule contract 47QSMA19D08PL for SecureRelease Platform Software Licensing and Support, with a total contract value of $5,939,820.
The sole-source justification rests on SecureRelease being proprietary to Deloitte and purpose-built for FOIA compliance, combined with NIH's six years of case files and documents already stored in the system. No alternative sources or GSA MAS contractors provide equivalent SecureRelease licensing and support capabilities. The platform supports NIH's review, analysis, and production of documents responsive to Freedom of Information Act requests, congressional subpoenas, and congressional oversight investigations, enabling the agency to process and produce responsive records within the mandated 20-day response time and manage ongoing document productions for congressional oversight matters.
The base period runs 12 months from September 21, 2026 to September 20, 2027, with required line items funded at $919,280 and optional items at $2,036,800. An additional option period from September 21, 2027 to September 20, 2028 includes required items at $996,000 and optional items at $1,987,740. Base period deliverables include platform implementation for NIH and the Office of Legislative Policy and Analysis, 70 SecureRelease user licenses, data ingestion and hosting, and public-facing FOIA Requester and Collaboration Portals. The award was made on September 21, 2026 using fiscal year 2026 Operations and Maintenance appropriations.
