About this opportunity

The U.S. Army Corps of Engineers Louisville District is soliciting proposals for a commercial recreation concession lease at the North Fork Recreation Area near Rough River Lake in Kentucky. The agency seeks an entrepreneur to develop and operate a comprehensive recreational facility on approximately 46 acres, with potential amenities including campgrounds (RV, cabins, primitive), general store, pool area, restroom facilities, playgrounds, trails, boat ramps, kayak rentals, and outdoor learning spaces. Qualified applicants must submit a $10,000 refundable application fee and pass an initial screening process that evaluates mandatory qualification requirements across three key categories: site development, financial capability, and operational experience. The evaluation will use a point system where applicants must score a minimum of 140 out of 200 possible points to advance to the next phase. Proposals are due by July 30, 2025, with a targeted lease award date of January 30, 2026, and interested parties can submit written questions to Kimberly Jones, Realty Specialist, at the Louisville district office.

The solicitation does not include any specific set-aside designations for small businesses or disadvantaged groups. The lease opportunity covers a recreation area with 81 reservable sites that generated $47,225 in sales during fiscal year 2024, with an existing infrastructure including 34 acres of mowable land and various utility systems. The proposed lease will utilize a Revised Graduated Rental System where rent will be calculated as a percentage of total gross receipts, ranging from 2.0% to 4.6% depending on annual revenue. The performance location is in Falls of Rough, Kentucky, with a lease term that will allow the selected concessionaire to develop and operate recreational facilities while providing quality public amenities. Potential lessees must comply with comprehensive federal regulations, including environmental protection requirements, accessibility standards, and specific guidelines for seasonal camping and site development.
