About this file
This document is a Statement of Work (SOW) for a Market Analysis and Feasibility Study for a commercial campground lease at Rough River Lake, Kentucky, prepared for the U.S. Army Corps of Engineers (USACE). The SOW requires a comprehensive Level C fundamental market analysis to evaluate the potential development of a campground, which must include detailed assessments of property productivity, market delineation, demand and supply analysis, market equilibrium, and capture analysis.
The study must provide a rigorous examination of the campground market, including population characteristics, employment and income data, recreational trends, and projected income/expense rates. Key requirements include identifying sustainable demand without adversely impacting existing supply, estimating the number of campsites the market can absorb over a 3-year period, and offering opinions on the financial feasibility of developing and operating a campground. The appraiser must be a current Certified General Real Estate Appraiser in Kentucky, with geographic competency for the location, and must follow Uniform Standards of Professional Appraisal Practice (USPAP) guidelines in preparing the report.

STATEMENT OF WORK
FOR APPRAISAL SERVICES
Market Analysis and Feasibility Study (Commercial Concession Lease at Rough River Lake)
Introduction This statement of work addresses the U.S. Army Corps of Engineers (USACE) requirements for a fundamental market analysis and feasibility study for a campground at Rough River Lake, Kentucky in response to a Notice of Availability (NOA).
A fundamental market analysis and feasibility study is required to support the feasibility of such a venture by those applying in response to the NOA. The purpose of the market study is to assure that there is enough sustainable demand without adversely impacting the existing supply, to maintain a balanced overall market. The focus of the market study is on the overall demand within a defined market area, and of the proposed project’s ability to capture and sustain a share of the total (incremental demand). The study must identify and discuss any risks associated with longer-term changes in campground demand. In addition, the study must estimate the number of camp sites that the market could reasonably absorb over a specified forecast period, which is typically 3 years, taking into consideration competitive units in the existing inventory.
Any additional real estate (non-government) that is required for the applicant’s proposal must be directly identified and shown to be under control of the applicant.
Client: Unknown (Presumably any private entity responding to the NOA)
Intended User(s): To include the U.S. Army Corps of Engineers – Louisville District (USACE)
Intended Use: Interested parties responding to a NOA will be required to submit a fundamental market analysis and feasibility study to be reviewed by the USACE Review Appraiser. The fundamental market analysis and feasibility study will be considered as part of the review process of submitted applications for potentially awarding a Commercial Concession Lease to develop, maintain, and operate the property as a campground and related uses open to the public. The fundamental market analysis and feasibility study report will not be intended for any other use.
