About this opportunity

NASA Glenn Research Center has issued a Notice of Availability seeking tenants interested in developing approximately 1,736 acres of land at the Neil A. Armstrong Test Facility in Sandusky, Ohio. The available property consists of five parcels organized into three options: Base Option includes Parcel 2A (516 acres with existing warehouse buildings and former nuclear reactor facility storage), Option 1 encompasses Parcels 1B, 1C, and 1D (totaling 942 acres), and Option 2 covers Parcel 1A (278 acres). The land is designated for research, technology, commercial aerospace, or academic development purposes that align with the GRC Master Plan. Interested parties must submit responses by October 31, 2025, to HQ-RealEstate@mail.nasa.gov with "GRC-NOA-2025-1" in the subject line. NASA has noted that the agency is currently closed due to a lapse in government funding, which may impact response times to inquiries.

The primary objective of this initiative is to identify potential partners who can develop the land for aerospace-related activities while increasing commercial space access and diversifying facility operations. Eligible participants include U.S. domestic entities such as commercial organizations, federal and state agencies, and commercial providers who can demonstrate financial capability and provide detailed development timelines. Prospective tenants will be responsible for all facility and land development costs, environmental compliance, and infrastructure improvements, with particular attention required for historical contamination issues from previous U.S. Army TNT processing and nuclear facility operations. Submissions must include organization information, projected development schedules, evidence of financial capability, and proposed land use plans that align with NASA's environmental stewardship practices. NASA reserves the right to engage in discussions with respondents and will evaluate proposals to determine the best value for the government, with the authority to reject proposals that do not meet established criteria.
