Available Property

This section of the announcement encompasses land located adjoining and within the boundaries of ATF. The available land consists of five (5) parcels totaling approximately 1,736 acres of non-excess land as shown in Figure 3:

Base Option: Parcel 2A (approx. 516 acres), including two warehouse buildings, former nuclear reactor facility storage and associated support building

Option 1: Parcels 1B (approx. 508 acres), 1C (approx. 184 acres), 1D (approx. 250 acres)

Option 2: Parcel 1A (approx. 278 acres)

Development Risks

Notable history of Parcel 2A includes legacy U.S. Army trinitrotoluene (TNT) processing activities and the release of the site for unrestricted use by the U.S. Nuclear Regulatory Commission (NRC). Areas associated with the former nuclear reactor facility were once contaminated with radiological material and various fuels/chemicals that have been previously remediated or otherwise stabilized; however, portions of buildings may still be in-place.

Additionally, embedded piping within the remaining sub-25’ infrastructure was previously grouted to immobilize radioactive contamination and prevent migration into the environment.

The tenant shall accept the risk of exposure associated with land development and coordinate with NASA to ensure compliance with safety and environmental regulations.

Notable history of Parcel 1A includes firing range activities and associated structures that have since been razed, and the development of the existing NASA ATF security gatehouse building, two guard booths, and associated improvements. Parcels 1B, 1C, and 1D consist of undeveloped or agricultural land that have remained relatively unchanged.

Figure 3 | ATF Land Parcels Overview

Land

ATF is a remote facility encompassing over 6,400 acres of controlled land. The ATF Land Parcels total approximately 1,736 acres that are available for exclusive use. It contributes to the buffer area required within ATF for ongoing NASA operations. ATF is in a secure area with no public access and would require use-restrictions for any third party.

Supporting Infrastructure

Demand services such as utilities, minor construction, shipping/receiving, mail service or operations and maintenance above base level services are available as needed with reimbursement by the tenant under a separate services agreement.

NASA may grant a tenant access to, or use of real property for a specified term through an instrument such as a lease in accordance with Title 51, National and Commercial Space Programs.

Aerospace-related commercial use of GRC real property supports NASA’s mandate to “seek and encourage, to the maximum extent possible, the fullest commercial use of space,” as stated in 51 U.S.C. § 20112(a)(4) and advances the National Space Policy that “United States Government space technology and infrastructure are made available for commercial use on a reimbursable, noninterference, and equitable basis to the maximum practical extent.” NASA invites all categories of U.S. domestic entities, including commercial, federal, and state organizations, and United States Commercial Providers as defined in the Space Commerce Act, 51 U.S.C. § 50101(7), to submit responses to this NOA.

It is NASA’s intent to ensure fairness to all parties and to ensure the best value to the Government in granting use of NASA real property.

NOA Objectives

NASA’s objectives are:

1. Identify specific industry and non-federal public entities interested in partnering with NASA for land use at GRC, as described in the purpose of this NOA;

2. Increase commercial access to space;

3. Diversify the user base and operations at GRC; and

4. Promote relationships that will build, expand, modernize, or operate research, technology and aerospace related capabilities at GRC.

NASA will only engage in discussions or enter into an agreement if it determines that doing so is in the Government’s best interest. NASA is not precluded from entering into agreements with other federal entities for uses identified in this NOA, nor from using any real property at GRC for NASA purposes, regardless of expressions of interest and proposed uses that NASA may receive from industry or non-federal public entities pursuant to this NOA.

Neither this NOA nor any response to it places NASA under any obligation to proceed with any particular action.
