About this opportunity

The Defense Information Systems Agency awarded a non-competitive, firm fixed price contract to AT&T Corp. for the Northstar Long-Haul Telecommunications Network and associated transmission circuits for an Ultra-High Frequency/Line of Sight communications system network, with a total cumulative face value of $63,598,063.14, on June 28, 2021.

The period of performance runs from July 1, 2021 to June 30, 2026, consisting of a one-year base period and four one-year option periods, with a subsequent 6-month option period extending to October 31, 2026. Performance occurs at geographically dispersed sites across the continental United States. The Defense Information Technology Contracting Organization at Scott AFB, Illinois, is the contracting activity. The award was made under 10 U.S.C. 2304(c)(1) based on AT&T's sole ownership of the Northstar Network infrastructure, including proprietary drawings, schematics, and exclusive agreements with equipment providers that preclude other contractors from accessing necessary facilities. Market research, including a public notice of intent to sole source, confirmed no other commercial or military service can provide the required capability. The Government anticipates transitioning to a modernized IP-based solution by 2026.
