About this opportunity

The Department of the Interior National Park Service Southeast Region seeks road striping services at Virgin Islands National Park, with proposals due September 4, 2026, at 1:00 p.m. ET. This is a HUBZone competitive set-aside requiring active HUBZone certification in SAM.gov.

Place of performance is St. John, Virgin Islands. The base scope covers re-striping approximately 8.5 miles of North Shore Road with centerline and edge line removal and replacement, white edge lines, double yellow centerlines, and retroreflectivity application of glass beads totaling approximately 179,520 linear feet. Optional work includes striping 2.88 miles of East End Road and designated parking areas at up to nine park locations. The contractor must complete all work within 60 calendar days of notice to proceed and begin work within 10 calendar days of award. Contract type is firm fixed price with a performance period of October 1 through November 30, 2026, and award value between $250,000 and $500,000.

All work must comply with MUTCD standards, Section 321723 Pavement Markings standards, Federal Highway Project standards (FP-14), ABA Accessibility Standards, NFPA 241 construction safety, and OSHA hazardous materials protocols. Markings must meet MUTCD retroreflectivity minimums (white 250 mcd/m²/lux; yellow 200 mcd/m²/lux) with materials and glass beads meeting AASHTO M-247 Type 1 specifications. The contractor must provide a site superintendent as a prime contractor employee with no exceptions.

Performance and payment bonds at 100 percent each are required within 10 calendar days of award. Prevailing wage requirements apply per FAR 52.222-6 with wage rates established under General Decision VI20260004. Insurance requirements include $1,000,000 workers' compensation and employer's liability, $500,000 general liability per person/$1,000,000 per occurrence, and $2,000,000 property damage, with the United States and National Park Service named as additional insured parties.

Evaluation weighs technical approach, past performance/experience/technical capability, and cost reasonableness, with all non-cost factors significantly more important than cost. Bidders must submit past performance questionnaires from at least three previous clients with similar projects completed within the past five years. An organized site visit is scheduled for August 17, 2026, at 9:00 a.m. ET; contractors must confirm attendance by August 14, 2026.
