The scope includes installing three wall-mounted 5 kg fire extinguishers (Type A-B-C) and one smoke detector per room, with all necessary labor, equipment, and materials. The government plans to award a firm-fixed price construction contract using the Lowest Price Technically Acceptable evaluation methodology through full and open competition. No set-asides will be utilized for this procurement since the work is located outside the continental United States. The estimated construction value ranges between $1,000,000 and $5,000,000, falling under NAICS code 236220 with a small business size standard of $45 million. The period of performance is scheduled for 546 calendar days. Offerors must be registered in multiple systems including SAM, PIEE, and JCCS to be eligible for award, and must demonstrate capability to obtain Defense Base Act insurance and meet Synchronized Predeployment and Operational Tracker (SPOT) requirements.
