About this opportunity
The Department of the Air Force Air Education and Training Command seeks brush clearing and tree removal services on the North Gate perimeter of Laughlin Air Force Base, Texas, with proposals due September 18, 2026, by 4:00 p.m. Central Time. This is a 100 percent small-business set-aside. A pre-proposal site visit is scheduled for September 11, 2026, at 10:00 a.m. CST; attendee names must be submitted by September 8, 2026, at 2:00 p.m. Central Time to Contract Specialist Karina Gloria.
Place of performance is Del Rio, Texas (Laughlin AFB). The contractor must clear approximately 5.4 acres between railroad tracks and the base perimeter fence, removing all shrubs and rubbish and woody vegetation exceeding 6 inches in diameter; tree stumps must be ground down to 4 inches below ground level. Cleared areas must be leveled to uniform height with ruts restored. All chippings and debris must be removed daily and disposed of offsite; mulching and leaving materials onsite is prohibited. The NAICS code is 561730 (Landscaping Services); PSC is S208.
Period of performance is 30 business days from Notice to Proceed, which issues only after Union Pacific Railroad right-of-way approval is received. Union Pacific flaggers are required for all work within 25 feet of the tracks; equipment cannot be staged in that zone. Seasonal restrictions apply to avoid migratory bird periods (April–May and September–October), with pre-clearing evaluation by the Installation USDA Wildlife Biologist. The contractor bears all costs including equipment, fuel, disposal, hauling, and mandatory railroad flagging services; damage repair from operations is the contractor's sole responsibility. Award will be made using Lowest Price Technically Acceptable (LPTA) to the responsible offeror with the lowest price. Service Contract Labor Standards apply; prevailing wage for Laborer, Grounds Maintenance is $15.13 per hour plus $5.92 per hour health and welfare. Only a signed and priced SF 1449 is required for submission; no technical approach, equipment lists, or past performance documentation is needed.
