Statement of Work Summary: North Gate – Clear Brush and Tree Removal, Laughlin AFB, Texas

This Statement of Work (SOW) outlines brush clearing and tree removal services at Laughlin Air Force Base, specifically for the North perimeter area adjacent to railroad property spanning approximately 5.4 acres. The contractor must furnish all materials, labor, tools, equipment, transportation, supervision, and incidental services necessary to complete the project within 30 business days from the Notice to Proceed. All work involves cutting and removing shrubs, rubbish, and woody vegetation exceeding six inches in diameter, with daily debris removal and transportation to approved off-base disposal locations. The contractor is responsible for repairing any damage caused during operations, including ruts, at no cost to the Government. Critical prerequisites include conducting a site assessment, coordinating access with Security Forces, and obtaining a fully approved Union Pacific Railroad Right of Way permit before any physical work commences. The contractor must also arrange and pay for a Union Pacific Railroad Flagger/Escort for the duration of work within the railroad right of way or foul zone.

All project costs—including equipment, fuel, maintenance supplies, safety equipment, disposal and hauling materials, and mandatory railroad flagging services—are the contractor's sole responsibility. The contractor must comply with OSHA regulations, federal and state safety standards, and all applicable environmental regulations, with final verification conducted through a walkthrough with a Government representative confirming compliance with federal, state, local, and Air Force environmental standards. Payment is made upon completion of work and submission of verified documentation, with no upfront payment required. The contractor must notify the Government 14 days before project start and provide all warranty documentation following completion.
