About this opportunity

The U.S. Army Corps of Engineers Norfolk District is seeking a contractor for the Norfolk Coastal Storm Risk Management (CSRM) Program Phase 1A Floodwall Construction project. This Single Award Task Order Construction (SATOC) Design-Bid-Build contract will involve constructing flood protection infrastructure extending from the Berkley Bridge to the Campostella off-ramp in Norfolk, Virginia. The project scope includes constructing multiple flood mitigation structures such as a bin wall, L-shaped wall, wetland living shoreline, T-wall, a 95-foot double swing gate closure at Norfolk Southern railroad tracks, vehicular gate crossings, and a sheet pile tieback wall. Potential contractors must submit a 10-page capabilities statement by 2:00 p.m. EDT on June 19, 2025, addressing project feasibility, skilled labor availability, and potential Project Labor Agreement (PLA) considerations. The solicitation targets contractors in the NAICS 237990 category with a small business size standard of $45 million.

The contract is not set aside for any specific business size or classification, meaning all qualified contractors can compete. The estimated contract value is approximately $250,000,000, with the project anticipated to be solicited in the first quarter of fiscal year 2026. The comprehensive flood protection work will be performed under strict access and security requirements, and contractors will need to demonstrate significant past project experience, appropriate business classification, and sufficient bonding capacity. The project is part of a larger citywide CSRM Program divided into five implementation phases, with Phase 1 specifically covering the downtown Norfolk area. The contract excludes the Harbor Park and Newton's Creek pump stations, which will be procured separately, and focuses exclusively on the floodwall construction component of Phase 1A.
