About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division intends to award a firm-fixed-price purchase order on a sole-source basis to Nor'eastern Trawl Systems (NET Systems) for repair, maintenance, inspection, and certification of trawl nets and associated sampling gear, with responses to this pre-solicitation notice due by July 28, 2026. The procurement is anticipated under simplified acquisition procedures and FAR 12.102(a) authority; firms believing they can meet the Government's requirements may submit documentation to challenge the sole-source determination.

Work is performed at the contractor's net loft facility and includes shipping to and from NOAA's Northwest Fisheries Science Center (NWFSC) Point Adams Research Station in Hammond, Oregon. The contractor must maintain a covered workspace of at least 9,600 square feet equipped with three five-ton overhead winches and one five-ton capstan; a codend jig capable of applying up to 10,000 pounds of tension; expertise in 32mm nylon and 100mm polyethylene netting repair; and ability to rig and repair 3.0-square-meter XL-LITE midwater trawl doors and specialized hardware including 8-ton Viking fasteners and Gunnebo shackles. Work involves repair and certification of two Nordic trawls (NRT-264) and associated gear annually over a base period from August 1, 2026, through July 31, 2027, with three optional one-year extensions through July 31, 2030. Market research identified NET Systems as the sole source capable of meeting technical and geographic requirements, with a two-decade history supporting NWFSC operations. Personnel performing work do not require facility access, credentials, or non-public data access.
