Single Source Determination Summary

This is a Single Source Determination document using Simplified Acquisition Procedures (SAP) for a federal contract action not exceeding the Simplified Acquisition Threshold. The Department of Commerce, NOAA Acquisition and Grants Office (AGO), and the Northwest Fisheries Science Center (NWFSC) seek specialized trawl net support services, specifically repair, modification, inspection, certification, and transport of Government Furnished Equipment (GFE). The contractor must provide trawl net mending expertise, certification capability, and emergency transport services. The work involves repair and certification of two NRT-264 Nordic trawls and associated gear annually, with performance extending for 12 calendar months from contract award, plus three optional 12-month periods. Work must comply with detailed net diagrams and specifications (DWG NO. 264NRR14, DWG NO. NOA082CS), use only approved materials, and include delivery of detailed work documentation upon completion.

The single source identified is Nor'Eastern Trawl Systems (NET Systems), located at 7910 Northeast Day Road West, Bainbridge Island, WA 98110, determined to be the only capable source due to unique and highly specialized requirements. NET Systems is the only net loft within practical distance of NWFSC's Point Adams Research Station meeting technical specifications including 9,600 square feet of covered workspace with three five-ton overhead winches and one five-ton capstan, specialized equipment for codend jig testing up to 10,000 pounds tension, expertise in 32mm nylon and 100mm PE netting repair, 230-foot rigging expertise, and ability to handle and calibrate 3.0m² XL-LITE midwater trawl doors. The determination emphasizes NET Systems' on-site steel fabrication and loom capabilities, two-decade history supporting NWFSC operations, deep institutional knowledge of NRT-264 construction and specifications, and role in maintaining scientific data continuity for the Juvenile Salmon and Ocean Ecosystem Survey (JSOES). Market research contacted five vendors; no other vendor could perform the full scope of required work. Shipping to and from the NWFSC net storage facility at Point Adams Research Station, Hammond, Oregon, is included in the contract price.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: 41 U.S.C. 1901 and FAR Part 12.102(a))

Requirements-26-2734; Requisition 143041-26-0085

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office

(AGO), and Operations, Management, and Information Division, the Northwest Fisheries Science Center.

2. Description of supplies or services required to meet agency needs (including the estimated value).

This procurement covers materials and services required for the repair, modification, inspection, certification, and transport of Government Furnished Equipment (GFE). Work will be performed using Contractor Facilities, Contractor Furnished Equipment (CFE), and Contractor Furnished Materials (CFM). The NWFSC requires access to a net fabricator with trawl net mending expertise, the ability to certify repaired gear, and emergency transport capability. These services are collectively defined as trawl net support services.

Specifically, the NWFSC anticipates the repair, inspection, and certification of two (2) NRT-264 Nordic trawls and associated gear each contract year. The contractor shall perform all work in accordance with detailed net diagrams and specifications (e.g., DWG NO. 264NRR14, DWG NO. NOA082CS) using only approved materials. At the completion of repairs, the contractor shall provide the NWFSC Technical Representative with a detailed account of all work performed, materials used, and hours allocated.

The net loft must be capable of accommodating the following technical requirements:

● Covered workspace of no less than 60' x 160' (9,600 ft²) with a minimum of three five-ton overhead winches and one five-ton capstan to unfurl, stack, and pull the NRT-264 open inside the loft.

● A codend jig capable of applying up to 10,000 pounds of tension on the sampling codend during construction or testing.

● Expertise in working with and repairing 32mm (#18) nylon netting used for codend liners and 100mm (D5.0mm) PE netting.

● Expertise in repairing and calibrating 230' rigging for the NRT-264.

● Ability to rig and repair 3.0m² XL-LITE midwater trawl doors, including handling their weight in air (1,150 lbs.) and ensuring proper top/bottom positioning for shallow and deep water towing.

● Ability to source and replace specific hardware for the Single Pennant Spectra Rigging, including 8-Ton Viking Flatlinks, 8-Ton Viking G-hooks, and 5/8" Gunnebo Hammerlocks.

All nets must be certified prior to deployment. Certification includes measurement and inspection of all rigging, framing lines, seizings, benzels, lacings, and floats, and is estimated to require approximately 10 net loft man-hours per net. Nets will be examined by the NWFSC Technical Representative prior to acceptance.

Shipping to and from the NWFSC net storage facility at Point Adams Research Station, Hammond, OR shall be included in the contract price.

The period of performance begins on the contract award date and extends for 12 calendar months, with three additional 12-month option years.
