About this opportunity
United States Transportation Command (USTRANSCOM) is conducting market research via Request for Information to determine vendor capability to provide comprehensive, long-term non-temporary storage of retrograde household goods (HHG) for military and civilian personnel of the Department of War, with RFI responses due by 12:00 PM Central Time on April 6, 2026.
The procurement seeks storage capacity of up to 30 million gross pounds of HHG annually across facilities located within 50 miles of the Port of Norfolk, Virginia (East Coast) and Port of Oakland, California (West Coast). A single vendor must own or lease compliant facilities at both locations; vendors cannot serve only one region. Anticipated annual receipts are approximately 9 million pounds of crated HHG, with annual releases ranging from 3 million to 9 million pounds on both coasts. As of May 2026, approximately 9,770 lots totaling 36.3 million pounds are in storage, with monthly handle-in averaging 155 shipments (West Coast) and 121 shipments (East Coast).
Storage facilities must maintain interior temperatures between 35°F and 75°F with relative humidity of 30%–55%, equipped with remote climate sensor monitoring available to contracting officers 24/7. Containers may be stacked 3–4 high. The contractor will be responsible for receiving, handling-in, storing, and handling-out HHG; compiling advance documentation; monitoring storage entitlements; providing fumigation services as needed; coordinating with Transportation Service Providers; damage inspection; and settling claims. Storage timelines typically range from 6 months to 3 years.
Responses are limited to 12 pages (8.5" × 11", 12-point Times New Roman font, 1-inch margins) submitted via email. This RFI does not obligate the Government to pursue any acquisition or pay for submitted information.
