About this file

This is a Request for Information (RFI) issued by the United States Transportation Command (USTRANSCOM) regarding non-temporary storage of retrograde containerized household goods. USTRANSCOM seeks market research on the availability and technical capability of vendors to provide comprehensive, long-term storage services for household goods (HHG) belonging to military and civilian personnel of the Department of War, specifically for items shipped inbound from overseas to the East and West coasts of the United States. The Government anticipates a need for storage capacity of up to 30 million pounds, with approximately 9 million pounds of crated HHG received annually and 3 to 9 million pounds released annually on both coasts. Storage facilities must be located within 50 miles of Norfolk, Virginia (East coast) and Oakland, California (West coast), where HHG shipments arrive primarily through ports.

The contractor will be responsible for receiving, storing, and releasing HHG; compiling advance documentation; monitoring storage entitlements; providing notifications to DoW personnel; fumigation services as needed; coordinating with Transportation Service Providers; traffic management; maintenance and repair of damaged crates; damage inspections; and settling claims with DoW personnel and military claims offices. Responses must be submitted via email to Mr. Andrew McClain (andrew.s.mcclain2.civ@mail.mil) and Ms. Taylor Luebbers (taylor.e.luebbers.civ@mail.mil) no later than 3:00 PM Central Time on February 2, 2026, limited to 12 pages of 8.5" x 11" format using 12-point Times New Roman font with 1-inch margins. The RFI requests information on company capabilities, experience with Defense Transportation Regulation and Defense Personal Property Claims and Liability Business Rules, pricing models, facility capacity, reporting capabilities, and risk mitigation strategies. This RFI does not obligate the Government to pursue any acquisition or pay for submitted information.

TRANSCOM26R005

UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)

REQUEST FOR INFORMATION (RFI)

NON-TEMPORARY STORAGE OF RETROGRADE CONTAINERIZED HOUSEHOLD

GOODS

RFI: TRANSCOM26R005

USTRANSCOM is conducting market research seeking information to determine the availability and technical capability of the business community to provide non-temporary storage. USTRANSCOM will not be obligated to pursue any particular acquisition alternative as a result of this RFI. The Government is not obligated to and will not pay for any information received from any sources responding to this questionnaire. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. All responses will be kept confidential. Please be advised that all submissions become property of the Government and will not be returned.

I. INTRODUCTION

USTRANSCOM is seeking information to determine the availability and technical capability of the business community to provide comprehensive, long-term storage services to military and civilian personnel of the U.S. Department of War (DoW), specifically for Household Goods (HHG) belonging to deployed personnel shipped inbound to the East and West coasts of the United States from overseas. The overall scope of this program is to provide DoW approved storage facilities, operating authority, permits and licenses, labor services, materials, supervision, management, personnel, office space and file storage, mandatory insurance, equipment and all other services required to receive, handle-in, store, and handle-out HHG.

Specifically, the Government anticipates the need for contractor-operated facilities for receipt, storage, and release of HHG arriving from overseas on the East and West coasts of the United States. The Government anticipates a need of storage for up to thirty million (30,000,000) pounds (lbs.) as well as an anticipated receipt of approximately nine million (9,000,000) lbs. of crated-HHG annually and release of approximately three million (3,000,000) to nine million (9,000,000) lbs. of HHG annually on both the East and West coasts. The successful contractor would be responsible for compiling advance documentation related to receipt and release of HHG monitoring storage entitlement, providing entitlement/shipment notifications to DoW personnel, fumigation of stored HHG (as needed), coordinating release and delivery dates with DoW personnel, coordinating receipt of HHG with Transportation Service Providers (TSPs), coordinating release (including arranging shipment) of HHG with TSPs, traffic management functions, maintenance and repair of damaged crates, long-term storage of crates in contractor-provided facilities, inspecting received HHG for damage, and settling claims for damage occurring in the contractor’s custody with DoW personnel and/or military claims offices.

Because HHG shipments are received primarily through the ports of Norfolk, VA (East coast) and Oakland, CA (West coast), the Government anticipates a requirement for storage facilities to be located within 50 miles of each respective port.
