About this opportunity
Army Materiel Command Contracting Command Picatinny Arsenal intends to solicit and award a sole-source contract to Dillon Aero, Inc. for M134D Miniguns, mounts, support equipment, spare part kits, and installation and training services, with a response deadline of August 19, 2026. The sole-source justification rests on substantial duplication of cost to the Government that is not expected to be recovered through competition, authorized under 10 U.S.C. 3204(a)(1) and implemented via FAR 6.103-1(c)(2)(i).
The Government will use a Firm Fixed Price Indefinite Delivery Indefinite Quantity contract with a five-year period of performance. The M134D variants, including the M134D-H and M134D-M, are 7.62x51mm rotary machine guns rated at 3,000 rounds per minute, intended for precision and rapid fire on personnel and vehicle-sized targets. The M134D-H hybrid design incorporates titanium and skeletonized parts to reduce weight by 10–20 pounds while preserving steel-gun service life. The M134D-M marinized variant uses ceramic coatings to enhance corrosion resistance for marine environments. Installation and training services encompass platform installation across air, ground, and water platforms, plus operator and maintainer training courses to support Foreign Military Sales and Building Partner Capacity cases. Dillon Aero is located in Phoenix, Arizona. The contractor bears responsibility for all materials, equipment, hard tooling, personnel, and facilities required to manufacture, produce, and deliver the contract deliverables.
