About this opportunity
The Defense Health Agency Contracting Activity (DHACA) announced on June 16, 2026 its intent to award a sole-source contract for non-drinking water sample analysis services, with a deadline for comments or relevant information by June 25, 2026. The Government will not accept competitive proposals. Eurofins Drinking Water and Wastewater Central, LLC (South Bend, Indiana) is the sole-source awardee.
DHACA, in coordination with the Defense Centers for Public Health–Aberdeen, requires uninterrupted non-drinking water sample analysis services to support the Public Health Office's mission. Analytical results inform public health assessments, environmental health evaluations, risk determinations, and decisions affecting military communities. The Government must immediately re-establish analytical capability following the no-cost termination of the incumbent contract to prevent a gap in service that could delay environmental health assessments and impede time-sensitive public health decision-making.
Eurofins currently performs drinking water sample analysis for the Government and possesses the accredited laboratory infrastructure, qualified personnel, established quality assurance processes, and reporting systems necessary to assume non-drinking water analysis immediately. The contractor's existing engagement and rapid mobilization capability position it as the source best suited to ensure continuity of support.
