This Special Notice announces the National Heart, Lung, and Blood Institute's (NHLBI) intent to sole source a maintenance agreement for two Medviso AB Segment CMR Analysis Packages. The packages will be used internally by NHLBI's Cardiovascular Branch staff and by their research partner Medstar Washington Hospital Center.
The purpose is to ensure uninterrupted operations of the analysis system, which will provide a software environment for compiling and simulating MRI sequences. The packages must integrate with the existing PACS viewer systems at the NIH Clinical Center to synchronize patient databases and loading/visualization of cardiac MRI studies. Market research found no alternative that can fully connect the systems. The notice requires one complete Segment CMR analysis package for NHLBI and another for Medstar by January 7, 2024. Only Medviso AB can meet the need to load, analyze, report on cardiac MRI studies while integrating with the Clinical Center's PACS archive and patient database modules.

NHLBI’s Cardiovascular Branch (CB) seeks a maintenance agreement for two Medviso AB Segment CMR Analysis Packages. One package will be used internally by CB staff and the other by our research partner Medstar Washington Hospital Center (MWHC). Once the CMR packages are installed and properly configured, CB and MWHC shall conduct experiments with the analysis system. This purchase also includes software support and modifications, which will ensure uninterrupted operations. The CMR packages will provide a software environment for compiling and simulating sequences for the system. Also, the interventional cardiology MRI picture archiving and communication system (PACS) will be used to review and analyze locally acquired and outside referral imaging studies. The system requires multiple floating licenses to interoperate with the existing PACS server, and PACS archive systems are already installed at the NIH Clinical Center and include a patient database synchronization module, an integrated patient database, and strain analysis mode. To ensure the safety of human subjects and to protect the scientific integrity of CB’s research, the MRI system software must align with the existing PACS viewer systems installed at the NIH Clinical Center. Market research has not yielded another commercial alternative to the Medviso AB Segment CMR Analysis Packages that can provide complete synchronization between systems.
