About this opportunity

The Federal Bureau of Investigation has published a Special Notice announcing its intent to negotiate a sole source contract with Bren-Tronics Defense LLC for rechargeable batteries. The FBI plans to acquire military specification BT-70791BGHT and BT-70791JV BB-2590 batteries under the authority of FAR 6.302-1, which permits contracting with only one responsible source. This procurement is structured as a one-time, firm fixed price contract for batteries that serve as direct replacement parts for existing FBI equipment. The batteries are proprietary to Bren-Tronics Defense LLC, which is identified as the exclusive manufacturer and distributor of these specialized components. The FBI emphasizes that these batteries are critical mission components used interchangeably across agencies in the field to support coordination with partner organizations.

The primary purpose of this procurement is to support the Federal Electronics Countermeasures Program, where the batteries will be used by federal, state, and local bomb technicians to dismantle radio-controlled improvised explosive devices. The sole source justification is based on the FBI's existing battery chargers being manufactured by Bren-Tronics, with market research confirming no alternative sources exist for these proprietary batteries that have a five to seven-year operational service life. Interested parties may submit capabilities statements or express their interest by contacting Contracting Officer Emily York via email at eyork@fbi.gov no later than Friday, June 27, 2025, at 11:00 AM Central Time. While this notice is not a request for competitive quotations, the government retains discretion to determine whether to conduct a competitive procurement based on responses received. The procurement aims to ensure seamless integration across Department of Defense partners and Special Assignments Bomb Technicians, with only email submissions being considered for this critical law enforcement capability.
