About this opportunity

The National Institute of Mental Health (NIMH), under the Department of Health and Human Services, is seeking to procure thermoelectric incubators with lighting and humidity control for the Laboratory of Molecular Biology/Section on Neural Function to support Drosophila research studies. These specialized chambers are required to maintain standard environmental conditions of temperature, humidity, and lighting necessary for reproducible behavioral experiments on fruit flies. This is a non-competitive sole-source procurement under the authority of FAR 6.302-1, indicating that the government has determined only one responsible source can satisfy the agency's requirements. Interested parties must submit capability statements, proposals, or quotations by April 24, 2026, at 4:00 p.m. EST to contract specialists Elaine Estrella or Brian Lind, referencing solicitation number PCA-NIMH-02135. All respondents must provide comprehensive pricing information including unit pricing, list price, shipping costs, delivery timeline, prompt payment discount terms, F.O.B. point, DUNS number, Taxpayer Identification Number, and business size certification.

This acquisition is set aside exclusively for small businesses under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard. Darwin Chambers of Saint Louis, Missouri has been identified as the sole intended source, as extensive market research determined that the Darwin Chamber IN034 Insect Rearing Chambers are proprietary equipment and Darwin Chambers is the only provider of associated maintenance services. The procurement covers two Darwin Chambers units including shipping and installation, with an estimated contract value exceeding the Simplified Acquisition Threshold but not exceeding $7 million. Delivery is required within 30 days after receipt of award. The contract will be awarded under simplified procedures for commercial items in accordance with FAR subpart 12 and FAC 2024-07.
