About this opportunity

The National Institutes of Health, Office of the Director, Office of Acquisitions, is issuing a non-competitive Notice of Intent to award a firm-fixed-price purchase order to Inova Health Care Services for access to patient samples and associated clinical data supporting the NHLBI Critical Care Research Program, with responses due October 20, 2026 at 1:00 PM EDT. This is a streamlined commercial item procurement under FAR 12.603 not expected to exceed the simplified acquisition threshold, and no set-aside applies.

The contract authorizes non-competitive award under FAR 6.302-3(a)(2)(ii) because Inova Fairfax Hospital's established infrastructure for consenting, enrolling, collecting samples, and delivering them to NIH within 48 hours of patient admission is unique; pausing sample collection to establish equivalent infrastructure elsewhere would be detrimental to program continuity. Inova is located at 8095 Innovation Park Drive, Fairfax, VA 22031-4868. Performance occurs at Inova Fairfax Hospital and the National Heart, Lung, and Blood Institute, Falls Church, VA 22042, from November 18, 2026 through November 17, 2027.

Required services include subject identification per research protocols, patient consenting and enrollment, medical history collection, sample collection per investigator requests, sample delivery to NIH within 48 hours of admission, clinical data correspondence, NHLBI clinical protocol support, expert and clinical guidance, patient recruitment focusing on pulmonary diseases (asthma, sarcoidosis, bronchiectasis, lymphangioleiomyomatosis), expedited credentialing for NHLBI personnel, dedicated facility space, and a qualified team including a Principal Investigator/Project Director, Clinical/Research Investigators (including one at 50 percent time at each institution), and Clinical Research Coordinators.

Responses must include technical capability details, price quotations (unit price, list price, shipping, delivery timeframe, F.O.B. point, prompt payment discount), product or catalog numbers, UEI, TIN, business size certification, and SAM.gov registration confirmation. Evaluation criteria include past performance, technical capability, special features, expected lifecycle, warranty, maintenance availability, and environmental or energy efficiency considerations. NAICS code is 622110, General Medical and Surgical Hospitals; PSC is Q201, Medical-Managed Healthcare.

(ii) The solicitation number is PCA-NHLBI-04751. This solicitation is issued as a Notice of Intent (NOI) for a non-competitive combined synopsis/solicitation to award a contract or purchase order without providing for full and open competition (including brand-name, if applicable).

Inova Fairfax Hospital is a local community hospital in close proximity to the NIH with an established infrastructure to consent, enroll, collect samples, and transfer samples to the NIH within 48 hours of patient admission, and this requirement is a renewal of an existing contract where pausing sample collection to establish equivalent infrastructure elsewhere would be detrimental to the program.
