About this opportunity
The National Cancer Institute (NCI), operating under the Department of Health and Human Services Office of the Assistant Secretary for Administration, has issued a Notice of Intent to Award a sole source contract for InvivoScribe IGH+IGK Clonality Mega-ABI Assays. This special notice, posted on February 12, 2026, announces the government's intent to award a single-source purchase order to InvivoScribe, Inc., located in San Diego, California, under the statutory authority provided by 10 USC 2304(c)(1) and FAR 6.302-1. The procurement falls under NAICS code 325413 (In-Vitro Diagnostic Substance Manufacturing) and PSC code 6550 (In Vitro Diagnostic Substances, Reagents, Test Kits and Sets). This is not a competitive solicitation but rather a notification of the government's determination that only one responsible source can satisfy the agency's requirements.
The NCI's Molecular Diagnostics Laboratory requires the InvivoScribe IGH+IGK assays and Specimen Size Control Ladder to perform molecular testing services that identify B-cell clonality and detect B-cell malignancies in cancer patients. InvivoScribe has been identified as the sole provider of the specific IGH/IGK kit meeting the laboratory's needs, with the laboratory having utilized these reagents since 2009 to maintain the consistency and reproducibility required under CLIA and College of American Pathology certification standards. Interested parties must submit capability statements by 10:00 AM on February 17, 2026, via email to Ahmed Hassan (Ahmed.Hassan@HHS.gov) and Caran Fizer (Caran.Fizer@hhs.gov), and all offerors must maintain active registration in SAM.GOV. The period of performance is expected to commence within 15 days following contract award, with requisition number 26-001837 assigned to this procurement.
