About this opportunity
The Air Force Life Cycle Management Center at Hanscom Air Force Base has issued a Notice of Contract Action (NOCA) regarding the destruction of Special Access Program (SAP) Information Technology equipment. This Special Notice, posted on December 22, 2025, announces the Air Force's intent to award a sole source Blanket Purchase Agreement (BPA) to Gannon and Scott Phoenix, Inc. for the secure destruction of IT devices that have processed, stored, or transmitted Department of Defense SAP information. The procurement is classified under "Other Than Full and Open Competition" and falls under Product Service Code P100 (Salvage-Preparation and Disposal of Excess/Surplus Property) and NAICS Code 562219 (Other Nonhazardous Waste Treatment and Disposal). Interested parties may submit unclassified capability statements to Kelly Lodi and Clarissa Baker by December 31, 2025. The requirement is being pursued as a sole source procurement under FAR 6.302-1 and 10 U.S.C. 2304 due to the critical nature of maintaining strict regulatory requirements for handling sensitive SAP information.
The primary objective of this Special Notice is to secure qualified destruction services for a comprehensive range of IT equipment including workstations, laptops, servers, routers, switches, printers, scanners, and video teleconferencing devices at an NSA-certified facility located in the Northeast region. Contractors must be capable of meeting the stringent security and regulatory requirements associated with destroying equipment that has been involved with Special Access Program information at any point in its lifecycle. The key deadline for submission of capability statements is December 31, 2025, with submissions to be made via email to the designated Air Force contacts. Eligible contractors must demonstrate their ability to perform destruction services at an NSA-certified facility and maintain compliance with all Department of Defense security protocols. The Air Force emphasizes that this procurement addresses critical national security concerns by ensuring the proper and secure disposal of sensitive equipment to prevent potential security compromises.
